Government should serve as a role model on pay equity issues, which is why I raised the low pay of the Thornton municipal prosecutors to a more equitable level.
A City Charter is of utmost significance in home rule cities. Upon discovering that all Thornton City Attorney Office employees were serving without job protection as provided by the City Charter, I converted all but three positions to job-protected status, resulting in limiting my own management authority.
When a City Charter required overtime pay or comp time for “members of the Career Service” working beyond the “established workday,” it included ALL Career Service employees in my office, salaried or hourly, whether they started on time or 20 minutes late every day. This benefit and the month or more of vacation/holiday leave helped greatly with work-life balance.
